For Hans Schabus, the courthouse, but above all the attached detention center, is a place that for some means a temporary but long-lasting moment of stagnation. So he sets a sculpture corresponding to the main staircase, across the square in front of the forecourt. The jury justified the decision for the project as follows: "The larg-scale sculpture by Hans Schabus - the main staircase dissected out of the center of justice to a certain extent - is a manifestation of a standstill in a place of coming and going. The staircase as a sign of mobility becomes unused and thus a symbol of pausing in one place and in a life of constant mobility."
